A normal system shut down and restart works by first pulling the power from the CPU, which then shuts down the computer. The keyboard and mouse are connected to a small circuit board called the logic board, which is directly connected to the power supply inside your computer. Your Mac is still receiving a signal from the keyboard, so you can press and hold keys to perform other functions, such as adjusting brightness, volume or Mission Control. Holding down the Shift key during the restart or shut down process will bypass the Startup Manager menu. If pressing keys doesn't work, try powering off your Mac manually.
