When a computer is turned off, it's not turned completely off. This is important, as it allows the computer to handle power outages and system crashes. Most of the time, the computer will just be in standby mode, which is still using electricity.
When you turn your computer on, it will come out of standby mode. You can also enter into hibernation mode on a PC or sleep mode on a Mac. These two modes are essentially the same thing, but they save even more energy by completely cutting off power to certain components.
